The .rar extension is a archive format, meaning that the file has been compressed for storage. In other words, it is a container for the CAD file contained within, once extracted with WinRAR, you should be able read the step, iges, or SW format with your CAD software.
Use WinRAR to extract the files from the downloaded archive.
