Die is considered to be the backbone of all produced parts (Parent-Child relation), also it cost's much and need tight tolerance. Also one must be able to get profit out of produced part and must maintain a particular amount for die so as to expect such a descent profit. Apart from this, when they have complex shapes it;s even more hard to manufacture.

Also mold material has to withstand high pressure and temperature stress and at maximum tungsten carbide is used. It must be precise, accurate at each product output.

Thus in order to meet few of the above said criteria, it's often designed first and later a slight modification is done to output product so as to efficient.
