Foldable wheel in Inventor

I am trying to desing the model for a foldable wheel for wheelchairs, but I don' t know how to make the centre part and what constraint to use.
Unfortunatly everything I did is based on these pictures.

Can you post the part files for the assembly?
you just share the assembly model, we need the part file for resolve your problem
