I don't really understand the question what you are asking?

When making a part, the UCS depends on where the sketch is made. Normally, when making a part in Inventor, it is best to think about where your part is relative to the origin given. If your part is made directly on the origin, it should be centered correctly.
You can also rotate the view with the view cube like the other answer provided.
