I am not able to make this sketch in Autocad. I think dimensions are insufficient .Can any one help me how to draw it ?

I have no idea how to use dia. 28 and dia.40 units given in the sketch
Can you help help me in drawing in autocad? below is the file regarding it.

Best tactic is to just try sketching it.
Turns out the sketch tangencies bring it all together. Looks like a crank handle that presses into a handwheel, 30R on RH end is just to finish it off.
